Short answer
Cargo Worthy generally means a container is suitable for export use when it has a valid inspection status. Wind & Watertight describes weather protection for storage but does not itself mean the unit is certified for shipping.
Ask for evidence
Request current photos, plate information and a clear written condition description. Labels should not replace an inspection of the actual container.
Match grade to use
Export, static storage and architectural conversion have different requirements. State the intended use before asking suppliers for prices.
